3 Blinking lights

I have the Samsung HLR-4266w and recently both the lamp and the color wheel shattered. After getting replacement parts, and also getting a new ballast, the lamp isn't igniting and the lamp light blinks. After three attempts, all three lights on the power button flash. Do I need to buy another ballast, or is there something else that I can do?
