Hey guys,
In my research for the problem I'm having, I didn't see anyone having the exact same problem as me so figured I'd ask prior to wasting money buying the wrong parts.
DETAILS:
Model ~ HLR5667WAX Bulb ~ BP96-01073A
Below is a link to a video I took of the problem. When I watched the video using my link, the sound was lagging so just be aware that the crackling sound and the light flicker are happening at the same time in real life. If listening close you can hear the TV turn on, the ballast kick, and then the bulb does it's thing. There is a complete cycle you can hear and see about halfway through the video.
It will never fully fire off and it'll keep going through this cycle for as long as I leave it plugged in.
My immediate thought tells me that it's a bad bulb but after further thought I wonder if it could be bad ballast not providing enough juice to get the bulb to fully ignite.

this is normally caused by the ballast board not sending the right voltage.
