The tv went out one night the three lights came on showing a lamp problem.
I bought a new lamp didnt work so i checked the ballast the output was 2-3volts I was told it sould have been 340-360 volts. So i bought the ballast
put it in and it gives me the same volts coming out. The tv cycles 2 or 3 times and then gets the three lights. It sounds good when it kicks on no weird sounds I checked the voltage coming in from the wall I get 120volts the volts coming to the ballast with the brown and blue wires are 712-730volt the new ballast seems to do the same as the old one.
I checked the color wheel and it starts spining when the tv starts it seems to spin well. all the fans seem to run well. I just cant get voltage to go to the lamp.

going from the power supply to the ballast should be 340-360 volts.
Regarding the cycle, thats a problem with the ballast.

I took the blue and brown wires off the ballast and check the voltage coming from the power supply and it still gives me over 700 volts. Could this mean that the power supply is bad or could something other than the power supply be the problem. By unhooking the ballast I would think it would take it out of the cycle?
